Bio:

Named the Vice Division in 1932 by Chief of Police William A. Gabrielson, two police officers were assigned to investigate prostitution and bootlegging of illegal alcoholic beverages. It was not until the period between 1946 and 1949 that there were significant indications that other vice crimes were to be included within the division's scope of objectives. During this period, sophisticated gambling schemes and illicit narcotics trafficking revealed the influence and participation of mainland operations in the islands. As a result, the department reorganized and focused their resources not only on prostitution and bootlegging but also on illegal drugs and gambling. Thus, the Narcotics/Vice Division was formed. ..
