Imagine reducing child abuse and neglect by 79%.
Imagine reducing maternal behavioral problems due to alcohol and drug abuse by 44%.
Imagine reducing the duration of dependency on Aid to Families with Dependent Children by 30 months.
How many tax dollars are these social benefits worth?
$100,000 per at-risk family? $50,000 per family? $10,000 per family?
Now, what if it were possible to save money with such a program?
Imagine a net savings to taxpayers of over $17,000 per at-risk family.
Does this sound like a far off utopia? Well, it’s not. Such success has been achieved by the Nurse Family Partnership. The program has existed for over 20 years and been rigorously assessed by public policy experts. It provides nurses who work with families in their homes during pregnancy and the first two years of a child’s life. The program is designed to help women improve their prenatal health and the outcomes of pregnancy; enhance the care provided to infants and toddlers in an effort to ameliorate the children’s health and development; and advance women’s own personal development, giving particular attention to the planning of future pregnancies, women’s educational achievement, and parents’ participation in the work force.
The Washington State Institute of Public Policy estimates the costs of the program at about $9,000 tax-dollars per at-risk family. The benefits, however, it estimates at over $26,000 to taxpayers. These benefits include not only the direct outcomes listed above but also longer term ones, such as reduced dependency on welfare and Medicare, lower rates of incarceration, lower rates of family violence, and improved scholastic attendance. This means fewer tax dollars are spent, accruing a net savings for the taxpayer.
This is just one of many programs that actually help reduce and prevent violence and improve overall wellbeing while saving tax dollars. Other such programs address juvenile delinquency, gang violence, youth and school violence, family violence, hate crimes, and provide less expensive, effective alternatives to the current penal system.
This paper provides a snapshot of the current state of violence in the United States and a sampling of proven, statistically verifiable programs that successfully prevent and reduce violence. While these programs remain hampered by inadequate and inconsistent funding, lack of resources and limited geographic reach, the fact remains that they are beneficial for Americans’ social well-being and for Americans’ financial bottom line.
The good news about violence in the United States is that Americans have found incredibly innovative and resourceful ways to address violence and its root causes. All that is missing is an infrastructure to give these programs more visibility and viability, allocate them more funding resources, and to make them a matter of local, state, and national policy.

This historic measure will augment our current problem-solving modalities, providing practical, nonviolent solutions to the problems of domestic and international conflict.
Domestically, the Department of Peace will develop policies and allocate resources to effectively reduce the levels of domestic and gang violence, child abuse, and various other forms of societal discord. Background
The Student Peace Alliance formed in March of 2006 as a group of local student initiatives spreading across the country in support of the legislation for a Department of Peace. Students and youth have been organizing, educating, and lobbying in support of a Department of Peace in Vermont, New Jersey, Minnesota, California, and in Massachusetts- where the first official Student Peace Alliance chapter was formed at Brandeis University. The Student Peace Alliance is currently active on 15 campuses. The Student Peace Alliance is a youth embodiment of what is at the very heart of this emerging movement, virtue and justice.
About Us
Students and youth in our country and abroad are drastically affected by violence. The impact of violence is far from discrete. As it seeps through the media into our homes, communities, and our streets, it is directly tapping everyday lives. While we recognize the inspiring effect of programs worldwide, we believe that these peaceful nonviolent initiatives must be thoroughly researched, funded, and articulated at the national level.

Here is a little about our grassroots campaign. There is currently a bill before The House of Representatives (BILL #808) to establish a United States Department of Peace. This historic measure will augment our current problem-solving modalities, providing practical, nonviolent solutions to the problems of domestic and international conflict.
The legislation will pass from bill to law under one condition: that a wave of citizen interest rise up from the American people and make itself heard in the halls of Congress.
During the 20th Century, over 100 million people lost their lives to war -- most of whom were non-combatants. Now, at the dawn of the 21st century, the extent and current speed of nuclear proliferation makes the achievement of non-violent alternatives to war the most urgent need of the human race.
A Department of Peace will work to:
-- Provide much-needed assistance to efforts by city, county, and state governments in coordinating existing programs; as well as develop new programs based on best practices nationally
-- Teach violence prevention and mediation to America's school children
-- Effectively treat and dismantle gang psychology
-- Rehabilitate the prison population
-- Build peace-making efforts among conflicting cultures both here and abroad
-- Support our military with complementary approaches to peace-building.
-- Create and administer a U.S. Peace Academy, acting as a sister organization to the U.S. Military Academy.

Our campaign has citizen organizers working in all 50 states. Local activists are mobilizing a mighty wave of momentum by working with their members of congress, writing editorials, doing local radio and TV interviews, organizing local talks and trainings, getting city council endorsements, visiting with Police Chiefs, Fire Chiefs, Military Officials, Prison Officials, Directors of Abuse Shelters, School Boards, etc. to share and discuss how a Department of Peace would benefit their community.
