Hailing from The City of Trees (Sacramento, CA) is a breath of fresh air to the Hip Hop scene. “State Cap. blurs the line between conscious and mainstream Hip Hop. There like a main stream that flows underground,” says N*Pire (producer/emcee) It would seem that all of Sac has been swept away by the current as State Cap., along with their crew The Neighborhood Watch continue to flood venues from Folsom Blvd. to Florin Rd. In an evolving music industry that is anything but promising, State Cap. strives to make change for the betterment of a dying culture. Hip Hop. “Hip Hop isn’t that popular anymore. Rap is more popular than ever, but Hip Hop kind of fell off in the last couple years,” says C Plus, 1/4 of the collective. In attempts to restore their sacred culture, State Cap. has collaborated on a number of mix tapes and albums, the most recent being "Where is State Cap." Mixed By DJ Flow (released August 23rd, 2008.) The project features Chaundon (Justus League Crew), Uptown Swuite (City Lights), JoEl & Neighborhood Watch artists such as Dahlak, 5th Ave, Random Abiladeze , and of course; State Cap. A lot of their subject matter steers head on with the issue of teenage poverty. “The term starving artist is real!” proclaims Hanlin of State Cap. “You can’t live comfortably off minimum wage, and if you’re a young black male with no college degree, that’s all that’s available sometimes. The system is designed for you to fail.”
Fighting the system isn’t a foreign concept for the young men of State Cap. “We’ve dealt with a lot of situations were people hate on what we do. Not just the music, but the message we deliver and the type of crowd we appeal to. Some of it I attribute to racism, but a lot of it is just ignorance in general,” comments Bosse, the senior member of the troop. Sighting these as sources of inspiration in the on- going fight against bad music, State Cap. smirks in the face of adversity. Even when such influences call for desperate measures, which was the case on Thursday, May 24th 2007, when State Cap. as well as other members of the Neighborhood Watch were forced to shut down their own event on the U.C. Davis campus. “That was a protest,” says A.V., the most recent addition to the now quartet. “We had to show those who were trying to oppress us that we were a forced to be reckoned with. They tried to deny 3/4 of our audience into a free show! Then refused to give us a legit reason why. They were threatening to shut us down and we told them, ‘No. We’re gonna shut it down!” We boycotted the event because that’s not what we stand for as an organization.” It’s true that they say, if you don’t stand for something, you’re likely to fall for anything.
The season was Fall, when State Cap. first came together as a group. Before that, the trio of Hanlin, C Plus, & Bosse (then known as the S.N.P.C.) collaborated on ..Plus’s solo effort: The After- School Special Vol. 1. “A.S.S. was just a expression of how we we’re living at the time. We were young and just getting out there on our own, you know. So everything we were being exposed to, I just put it in my music,” states Plus. A Summer release, ...Special set high expectations for the up-coming group effort; Opus Dei: Chapter 1 Mixtape, which arrived later that Winter. But once again, the boys delivered with a winning combination of witty punch lines and clever rhyme patterns, thus marking a classic amongst the Sacramento underground scene.
After being together for almost 3 years, and having a track record of nearly 300 songs between all members, State Cap. is ready to Spring into the next endeavor: a full-length album. “An album can make or break you as an artist. Anybody can make a good mixtape, you just have to be a good rapper. But albums take thought and creativity. It’s what draws the lines between rappers and emcees, emcees and musicians.” Hanlin says with a stern sense of confidence. It is this same confidence that makes The Cap. stand out from the majority of the artists on the Sacramento scene, or the world wide Hip Hop scene for that matter. Forever finding new ways to mold the average person perceptions of what a Hip Hop group should sound or look like, State Cap. continues to rock shows throughout the greater Northern California area. Ensuring audiences everywhere that mainstream credibility will return to good music, and leaving a piece of their souls on every stage they grace with their presence.
