Eternal return (also known as "eternal recurrence") is a concept which posits that the universe has been recurring, and will continue to recur in a self-similar form an infinite number of times. The concept has roots in ancient Egypt, and was subsequently taken up by the Pythagoreans and Stoics. In the Hebrew Scriptures, the notion is supported in the book of Ecclesiastes. With the decline of antiquity and the spread of Christianity, the concept fell into disuse, though Friedrich Nietzsche briefly resurrected it.
In addition, the philosophical concept of eternal recurrence was addressed by Arthur Schopenhauer. It is a purely physical concept, involving no "reincarnation", but the return of beings in the same bodies. Time is viewed as being not linear but cyclical.
The basic premise is that the universe is limited in extent and contains a finite amount of matter, while time is viewed as being infinite. The universe has no starting or ending state, while the matter comprising it is constantly changing its state. The number of possible changes is finite, and so sooner or later the same state will recur.
Yes, there is. The Blood Red Halo has been off and on for about 4 - 5 years. I'm proud to say I was the DJ for the first few. It was a pretty big deal at the time because it was the first Korean Goth party. A girl named Hye-In is the founder. I'll try to get you in touch with a few people before then, so you can meet them at the party. A lot of people have come and gone in the past year, so I don't know if you'll be able to find a full band, but if you do it's likely you'd be able to play at the BRH. I'll send out a few messages right away.
I didn't want to assume you were going to be a teacher as I've met so many others that were not. Of course, it usually is a fairly safe assumption.
I don't know what's left, but there used to be a couple of metal festivals every year. I think it is now only one. There are occasional goth parties, but they are sporadic. Nonetheless, I know the people that usually put them together so I'll try to let you know about those as well as get you in contact with a few people that might help. I'm quite busy with grad school right now, so it may slip my mind. Let me know when you get there as a reminder.

There are some excellent Korean metal bands. Unfortunately, the metal "scene" isn't what it used to be, and the goth scene isn't much better. Nonetheless, I remain hopeful for the Korean underground, and there's always a few foreigners willing to get involved. I won't be back there for another year or so myself, but I might be able to hook you up with some people when you get there. What kind of work are you going to be doing?
