    you can get your certification through a school. i got mine through my school (paul mitchell). you can do that OR buy your self a ton of different brushes, a ton of makeup in all skin shades, and all that stuff. then practice on everyone and anyone you can and take photos EVERY SINGLE TIME. that is the key, so you can build a portfolio. try making a model mayhem account to be a makeup artist and look for people around you who need one for a photoshoot, and just keep practicing. try apply  for jobs at makeup counters too. i hope that helps :)
