Bishop Andrew Harper, a native of Missouri, was called to the pastorate while he was away on a business trip in Arkansas. The vision became clear and came into fruition on February 5, 1998 as the power of God fell upon him in his Hotel room. Bishop is a graduate of the Five Fold Ministry Theological University (FMTU).
He is married to the beautiful Dr. Brenda Harper.
Drs. Andrew and Brenda Harper are the co-founders of the dynamic AACTS International Ministries, Inc. ("One God, One People, One Church") in Temecula, California. Their passion is to take God's Word to a hurting and lost generation has resulted in lives being changed on an ongoing basis.
In addition to the awesome teaching they provide through AACTS International Ministries, Inc., Drs Harper also established a drug rehabilitation center for women called the “House of Hannah”.

Bishop and Dr. Harper have three committed lovely daughters working in ministry with them: Andrea Harper, Chariss Harper Turner, husband Phillip Turner, and Alexis Harper. They also have two loving sons: Eric Harper and Marvin Harper, wife Florence Harper. The Harper’s are also very proud to have eight grandchildren: Hailey Joyce-Ann, Tyler Lea, Kayla, Marvin Lee, Phillip Andrew, Erica Ashanti, Matthew Xavier, Elisha James and Aaron Lee.
