That is horrible... We had a neighbor like that.. but the authorities never did a thing about it...we actually were asked to horsesit for a long weekend and had the animal checked out by a vet and fixed ourselves.. I cant stand folks who dont tend to their critters... grrrrrrr

So good to hear your son is out of there. So scarey - I could not imagine the experience you have as his mom.
