Voting info on the Florida Statewide Amendments. Part 2
NO. 4: TAX EXEMPTION ON CONSERVED LAND
This two-part amendment would create two tiers of property-tax breaks intended as incentives for landowners to protect tracts from development. A permanent conservation easement would earn total exemption. ''Temporary'' conservation status -- a classification the Florida Legislature would have to define -- would be assessed at a lower tax rate, likely similar to farm land. If passed, changes would apply to property taxes in 2010.
NO. 6: ASSESSMENT
OF WORKING WATERFRONT PROPERTY
Owners of commercial- fishing operations and other so-called ''working waterfronts'' have been under tremendous pressure to sell or convert their property to condominium or other high-end retail uses. That's because most property appraisers assess properties at their ''highest and best use'' instead of at the property's ....current use.''
To keep these working-waterfront properties from disappearing around the state, this amendment would require that appraisers employ a current-use assessment for commercial fishing and boat-building operations, as well as publicly accessible marinas, boat ramps and dry-docks.
NO. 8: COMMUNITY COLLEGE FUNDING
This amendment would require the Legislature to allow counties to impose a local-option sales tax to supplement funding for community colleges, including Miami Dade College. The measure explicitly requires voter approval before the tax could be levied. It would sunset after five years, with renewal dependent on another local vote.
Have you seen the ballot for the election? It's very confusing and it's hard to understand what they're saying with regards to the Florida Statewide amendments. It could be very easy to vote the wrong way. They're's lots of double negatives and confusing language. Luckily the Miami Herald has written a more easy to understand version. PLEASE READ IF YOU ARE VOTING IN FLORIDA TOMORROW. Then you can know how you wanna vote on these ammendments. Here they are:
State amendments on the ballot NO 1: DECLARATION
OF RIGHTS
This amendment would eliminate obsolete language in the state constitution that has never been enforced, but allows the Legislature to discriminate against ''aliens'' regarding property rights. It was intended to prevent anyone ineligible for citizenship from purchasing land in Florida, and was modeled after a former 1913 California law that discriminated against Asian immigrants.
NO. 2: MARRIAGE PROTECTION
This amendment would legally define marriage as the union between a man and a woman. Gay marriage is already illegal in Florida, but this amendment would enshrine it in the state Constitution, making it nearly impossible for a judge to overturn. Opponents say it will have other consequences, such as denying domestic partner rights to unmarried couples, both gay and straight, but supporters say it ....protects marriage.''
NO. 3: CHANGES NOT AFFECTING ASSESSED PROPERTY VALUE
This amendment would give a tax break to homeowners who harden their homes by adding shutters, reinforced doors and other mitigation measures, or who add alternative energy devices. The cost of these improvements won't be added to their homes' valuation for assessing property taxes. The tax benefit would apply to principal residences, as well as second and vacation homes. Business property isn't included in the exemption.
