Vilnius and Kaunas Dipole – European Region of the Future
Vilnius and Kaunas dipole has been awarded the title of “European Region of the Future”. This prestigious award was granted to Lithuania’s two largest cities by the Foreign Direct Investment (fDi) Magazine published by influential British newspaper The Financial Times.
This title means that common ideas and efforts of Vilnius and Kaunas were appreciated by the most distinguished international experts, who see promising future of Vilnius and Kaunas region. This award undoubtedly will help to attract even more investments and will strengthen the competitive capacities of the region.
Thus, today Vilnius and Kaunas are not only creating common plans of both cities. The idea of dipole proved right: dipole combining potentials of two largest Lithuanian cities acquires increasing significance not only in Lithuania, but in the region of the Baltic States and whole Europe. “The power of two – the power of two partner cities – can spin the circle of Lithuanian economy, attract foreign investments, lay foundation for success” – is convinced Vilnius City Mayor Arturas Zuokas.
Biggest Economic Potential
Vilnius and Kaunas dipole is recognised as a region having biggest economic potential in the Baltic Region. Recently, gross domestic product of the dipole was growing by 8 percent on average, and accumulated foreign direct investment exceeded 3,4 billion Euros in 2004. The dipole was also highly evaluated for achievements in the fields of cost efficiency, human resources, transport and best strategy of fostering Foreign Direct Investment.
Why Dipole?
Cities must not compete but rather use their common potential and advantages Vilnius and Kaunas individually are not big enough to become important cities in enlarging Europe. But the region of Vilnius and Kaunas, both counties together, have approximately 1.6 million inhabitants, over 50% of the gross domestic product (GDP) of the country is created here. At the radius of 300 km around Vilnius, live 16 million inhabitants. Common metropolis of Vilnius and Kaunas, developing knowledge economy, having modern transport system and common space of business, science and knowledge, tourism and culture, can, without any doubts, enhance international competitiveness of this region and attract investments.
Union of Vilnius and Kaunas could turn into a capital of the Region, make stronger impact on Minsk, Riga, Kaliningrad, part of Poland.
International Experience
A model of co-operation of the cities is not a novelty – such practice is successfully applied in the USA, Western Europe, Nordic countries. Common activities of Malmo and Copenhagen, Munich and Salzburg, Tallinn and Helsinki can be mentioned as examples of successful co-operation. Nearest example for us is tripole of Polish cities Gdansk, Sopot, and Gdyn.
Strategic plan of the first dipole in Lithuania was drawn up considering experience of world’s cities and regions and trends prevailing in the world.
Development Strategy
Both Lithuania and its cities Vilnius and Kaunas encounter ever-increasing international competition today. At present, it is the main challenge of the world’s globalisation and European integration, which we must accept in order to become equal partners with other cities and states of the world. Only common forces may ensure international competitiveness.
Vilnius and Kaunas dipole is developed according to a strategic plan approved in February 2004. Main directions of co-operation among both cities are provided for in the plan, which will help to implement the most promising development projects of Vilnius and Kaunas and enhance international competitiveness of Lithuania.
Strategic plan complies with the EU regional development directions, in which Lithuania is name as a one-goal region, lagging behind old member states of the EU by GDP. Therefore, strategic plan offers, primarily, projects promoting even growth of the GDP of Lithuania, enhancing competitiveness of the region and which can attract investments from the EU funds and private sector.
Developed vision: Vilnius and Kaunas dipole is the most progressive centre of European importance, which increases international competitiveness of Lithuania. Priorities of the dipole: economy, tourism and transport infrastructure development. Co-operation of the cities is secured by a permanent Vilnius and Kaunas dipole strategic planning commission – Dipole Council.
Regional Projects
Dipole regional group consisting of the representatives from Elektrenai, Birstonas, Sirvintos, Kaisiadorys and Trakai municipalities was established last year and actively works in drawing up common regional projects. Co-operation of these municipalities resulted in successful launching of the projects of information technologies, human resources, business innovations, and education.
In order to increase professional competence of people living in the region, the Dipole regional group prepared a project of 0.75 million Euro value, which will help to improve computer literacy of people living in Birstonas, Elektrenai, Kaisiadorys, Sirvintos and Trakai regions. A project for creation and implementation of business innovation information system in the above-mentioned municipalities was developed. An innovative internet project “As Simple as 2x2” was submitted to the tender for preparation of national children and youth occupation programmes organised by the Ministry of Education and Science.
Dipole Airport Plans
Understanding the importance of international air transport for the national economy and tourism, Vilnius and Kaunas municipalities are engaged in the development of airports of the dipole, therefore common concept of the airports of the country requires development today, because facing rapid growth of airports of neighbouring countries Lithuania must not lose its splendid opportunity to become a venue of transit flights from Europe to the East.
Vilnius and Kaunas municipalities offer to establish an international airport of Lithuania under common control, which would have terminals in Vilnius and Kaunas. Considering big opportunities for expansion, the main international passenger and cargo terminal of the country is suggested to be located in Kaunas. Vilnius terminal would become a venue of international air transport of the city.
Developing and modernising airport terminals in Vilnius and Kaunas, communication between these cities would also receive big attention. A new direct link of IXB international transport corridor from Vilnius towards Karmelava airport and a branch of European-gauge railway “Rail Baltica” between Vilnius and Kaunas are planned to be laid. The municipalities of both cities promote cheap flights from Kaunas airport – cover a part of expenses of advertising of flights and region and ensure special bus traffic between Vilnius and Kaunas airports.
