It's the idea of quantity (singular or plural) that you're looking at here but with something like a band this gets trickier because there's only one band even though there are multiple people in it. But as far as I can make out the answer is below. I may be wrong - I'm not infallible. Unfortunately. :-( Depends on what question it is you're asking. If you're asking who are the (multiple) people in the band which is called Hunter Orange - it would be 'who the fuck are Hunter Orange?' If you are asking who is some intangible (probably fictional) character called Hunter Orange - then it's 'who is Hunter Orange?' And a case could be argued that if someone is asking who is in the band but the object of the sentence is the band as a class of thing (singular rather than plural) then you could say is here too.
