That chord is essentially an F minor add 9, You could call it F minor 9, but it has no seventh so really it's an add 9, because F minor 9 would be F#, A, C#=(Db), E, G#=(Ab) : Root, 3rd, 5th, 7th, 9th, but there is no E(7th), and you said there were 2 Db's=(C#'s) that just means the fifth is doubled, so I'd call it an add 9, also if the G#(Ab) is right next to the bass note then you might call it: add 2, but add 2 and add 9 are really the same thing.
