Minneapolis, MN, USA 07/25 To the Winn Family, I was a juror at the state vs. Aaron Foster trial. Our Statement of not guilty was not to say that Aaron didn' t murder Barbara. We all believed in our hearts that he did it but could not prove it and therefore had to say not guilty."



As you will see, below, Aaron Foster has an extensive and well documented history of beating women and threatening them with guns. Also, you will see that Foster's best friend; Ex-police chief Bill Finney, has covered up for and protected Foster from prosecution in all of the cases, below. Bobbi's neighbors were fully aware that he beat Bobbi, often. Unfortunately, neighbors and witnesses to what happened at Bobbi's home, who are named in the 3 page police report at the top of these documents, refused to cooperate with prosecutors. The 4th document you will read is a police report describing an incident in which Foster pulled a gun on a man about one half hour before he appeared at the bar where he asssaulted Bobbi after she told him to get his things out of her home. The 5th document is a police report from the 2002 investigation in which the investigator tried to contact all witnesses in the first 4 documents. None of the witnesses would cooperate and this document pretty much explains why they would not testify against Foster at the trial...

FOR 26 YEARS, AARON FOSTER CLAIMED THAT BARBARA SHOT HERSELF IN HER CHEST WITH HIS .38 SPECIAL, AND THAT SHE THEN TOLD HIM "I SHOT MYSELF, GET RID OF THE GUN."

BUT, ON NOVEMBER 1, 2007 A RAMSEY COUNTY GRAND JURY INDICTED FOSTER FOR THIRD DEGREE HOMICIDE. FOSTER WAS BOOKED AND JAILED AT THE RAMSEY COUNTY JAIL ON NOVEMBER 1, 2007. HE APPEARED IN COURT ON NOVEMBER 2, 2007, AND THE JUDGE RELEASED FOSTER FROM JAIL, BUT DID NOT REQUIRE THAT FOSTER POST BAIL.

FOSTER IS A CIVILIAN EMPLOYEE AT THE SAINT PAUL, MINNESOTA POLICE DEPARTMENT, AS A CLERK IN CHARGE OF MOTOR VEHICLES INVOLVED IN HOMICIDES, AT THE DEPARTMENT'S IMPOUND LOT. AFTER HE WAS INDICTED FOR BARARA'S MURDER, FOSTER WAS PLACED ON UNPAID ADMINISTRATIVE LEAVE. HOWEVER, NOW THAT HE HAS BEEN ACQUITTED, HE WILL RETURN TO HIS DUTIES AT THE POLICE DEPARTMENT.

Barbara was born to Branch and Earmel Bruce on December 25, 1945

Barbara was murdered by AARON WALTER FOSTER, SR. on May 8, 1981

Barbara's case was closed by the Ramsey County Attorney's Office, in 1981. The Maplewood Police Department re-opened the case in 2002. The case was not charged, but it was left open because the Minnesota BCA (Bureau of Criminal Apprehension) advised Maplewood PD to do so.

The Ramsey County Sheriff Office's Cold Case Unit re-investigated the case in 2006. Since then, many new witnesses have come forward, and a mountain of damning evidence has been uncovered, as well.

Because of a perceived conflict of interest by the Ramsey County Attorney, the case was reviewed for charges by the Anoka County Attorney. The Anoka County Attorney presented the case to a Ramsey County Grand Jury in late October, 2007. The Grand Jury indicted Foster for Third Degree Homicide

Anoka County prosecutors served as Special Prosecutors for the Ramsey County Attorney's Office.

All of the physical evidence, concerning Barbara's murder, was stolen from the Maplewood Police Property room. Without the physical evidence, the jury felt they had no choice but to acquit Foster. However, as reported in the St. Paul Pioneer Press, and as some of the jurors expressed directly to us, all of the jurors believe that Foster is GUILTY!
Barbara was 36 when she was murdered leaving behind 3 children and a host of family and friends. She was a loving and caring person and we miss her deeply.
