Gerrymandering Documentary



American democracy is based on the myth that voters have the power to choose their representatives. But more and more it’s the other way around. Gerrymandering Documentary is the story of “gerrymandering,” a loophole in our democratic system so vast and pervasive that it easily overwhelms concerns about electronic voting machines and Election Day shenanigans. Gerrymandering is a powerful tool that allows politicians to control electoral outcomes for decades at a time. It is legal, largely unknown, and poses a threat not just to Democrats or Republicans, but to Democracy as a whole.

Using the dramatic events surrounding the 2003 Texas gerrymandering scandal as an entry point, Gerrymandering Documentary will wake Americans to the hidden history of gerrymandering in this country. We open with the image of 53 Texas legislators boarding buses in the middle of the night, fleeing their political foes. What follows is a journey that will take viewers across our country and through history exposing the tactics used by political mapmakers to shape our nation. Along the way we’ll reveal how both parties have twisted the legacy of the Civil Rights Era, cynically manipulating minorities for political gain. Gerrymandering Documentary will sound the alarm for millions of average Americans who have been unknowingly robbed of their political voice, and show how simple changes in the way we run our elections could remove the dangers of gerrymandering entirely.

Featuring a cast of characters including state and national representatives, Supreme Court justices, party chairmen, strategists, scholars, journalists, and the current governor of California, a champion of reform, Gerrymandering Documentary will paint a picture of a political system in which the members of the American electorate are moved around like pieces on a chessboard for the benefit of their elected representatives. The problems of gerrymandering are systemic, and, like climate change, invisible to the naked eye. Gerrymandering Documentary will employ a range of innovative cinematic techniques that will bring the implications of gerrymandering crashing home.

With politicians in both parties manufacturing job security through creative line drawing, reforming the process only benefits voters. Consequently, change will not likely come from within our government. We can’t stop human vices liked greed or dishonesty from undermining our political system, but a documentary film like Gerrymandering Documentary will open eyes, raise awareness, and serve as a stirring catalyst for a movement.


Jeff Reichert (Writer/Director) graduated from Brown University in 2000 with a degree in Art/Semiotics. His first film Once We Dreamed of Light was an experimental documentary commissioned by Edgewood Studios. He currently heads the publicity and marketing department for Magnolia Pictures where he has developed release campaigns for many acclaimed documentaries in recent years including: Capturing the Friedmans, Control Room, Enron: The Smartest Guys in the Room, and Jesus Camp. Before Magnolia, he was Vice President of Sales and Acquisitions for Cowboy Pictures where he organized a touring retrospective of Akira Kurosawa/Toshiro Mifune collaborations and handled sales for a range of films including the Academy Award-nominated Promises, I Am Trying to Break Your Heart, and Endurance: Shackleton’s Legendary Antarctic Expedition. He is the co-founder and editor of the popular online film journal Reverse Shot, and an assistant director of the Providence French Film Festival.

Dan O’Meara (Producer) began his career in acquisitions working for Dylan Leiner at Sony Pictures Classics, and then headed film sales for attorney Steven Beer at Rudolph, Beer, LLP. He co-produced several films with Belladonna Productions (L.I.E.), including Jailbait, with Michael Pitt and Stephen Adly Guirgis, and in 2004 he produced Anthony Ng's 212 with Chris Romano, which premiered at Sundance 2005. In 2006, he produced Neal Cassady with Jean Doumanian Productions, and Executive Produced Joshua starring Sam Rockwell, Vera Farmiga, with ATO Pictures, which premiered in dramatic competition at Sundance 2007. Until recently, Dan headed the film sales division of Epstein, Levinsohn, Bodine, Hurwitz, & Weinstein, LLP, and was involved with several high-profile sales including Transamerica to the Weinstein Co. and Joshua to Fox Searchlight Pictures.

Chris Romano (Producer) worked as a commercial producer with A Band Apart for 5 years, producing more than 50 national & international campaigns for clients such as General Motors, Toyota, and Johnson & Johnson. On the feature film side, his producing credits include Indocumentados, 212, and Danny Roane: First Time Director, directed by comedian Andy Dick, which is being released by Lions Gate. Between 2005-2006, Romano produced You are Here for Paul Schiff Productions, which is being distributed by Thinkfilm, Speed of Thought, starring Nick Stahl & Taryn Manning (currently in post-production), and Executive Produced Alfredo Devilla's Adrift in Manhattan, which premiered in dramatic competition at Sundance 2007. Most recently Romano produced the completion and restoration of Perry Henzell's follow up to the 1972 cult-classic The Harder They Come, called No Place Like Home, which premiered at the 2006 Toronto Film Festival. In 2004 he formed El Camino Films, a production service company in Montevideo, Uruguay, which is currently shooting an Absolut Vodka campaign with director Frederik Bond and MJZ.

In February 2007 Romano and O'Meara formed City Hall Film, a production/sales company based in New York. Their first production, End of the Line, is currently shooting in New York.
