Rick Menchaca, sharing the experience
Dong Ying, Midland's sister city in China, is like Midland, "an oil town," although Dong Ying, with a population of a million, is much bigger. The relationship goes back ten years, and has involved the sharing of experience and the sale of technology for petroleum. Dong Ying donated the attractive Chinese Pavilion in Midland's Beal Park off Business Route I-20 and sent workers with the wooden pavilion to erect it. Rick has served on a number of boards of directors or trustees of nonprofit organizations devoted to public service, among them the Midland Hispanic Chamber of Commerce, Casa de Amigos, United Way, Hospice, and the Museum of the Southwest. His service to his profession as a city manager has involved terms as president of the Urban Management Assistants of West Texas and as president of the West Texas City Managers Association. The association covers the area from Lubbock to Fort Stockton; the managers of the several cities meet every two months for information sharing. Rick is one of six trustees who serve a six-year term on the Board of the Texas Municipal Retirement System for City Employees. The trustees are appointed by the governor. The system covers 767 cities and has a membership of 120,000 city employees. The trustees are responsible for a $10 billion retirement fund. Rick is in his second term and was chairman of the trustees in 2003. The meetings of this board and the others on which Rick Menchaca serves require a good deal of travel and much time. He knows the cities of Austin and Washington, D.C. well—and New York and Chihuahua and a great many others. In fact, cities are both his hobby and his business, and his focus is on bringing some of the best ideas from all of them back to Midland to make things better here at home.
