Why not propose to Wilkes County to buy the speedway, and then lease it to someone to opperate and split the profits. Its not unheard of for a county or city to own a sports complex. They owe Bruton nothing and since lowes is leaving why not up the Tax or condem the site. and then buy it cheap, they do it to everyone else.
