Influences	Since January 2007 Bulgaria have received 1, 7 billion EUR from the EU funds by different European free program, without counting the aids for the farmers (they were about to receive 5, 5 billion EUR for 5 years). Now all these programs, most probably are threatened of not finished financing. EU has already ‘frozen' millions of EUR, intended for developing of agriculture and construction of roads in Bulgaria. The country couldn't answer the hopes of Brussels and failed because of corruption. The EC report points out the insufficient will by the Bulgarian authorities to eliminate the violations. "Bulgaria needs not only to enhance substantially its administrative capacity but also drastically curb opportunities for high level corruption and effectively fight organized crime."
