OK, so in the narrative of the POD cast the protagonists goal seems to be getting others to question their own beliefs. Is the purpose of this goal to incite some change? If so does he offer some wisdom or insight to replace their current belief systems? Or is getting them to question themselves, in the hopes that they will stumble onto some other thought process enough.

Usually when someone wants to effect change in others, the goal is to make them more like themselves, which means the protagonist must offer some guidance. Why wouldn't he want to seek to share that wisdom with Noah? When Noah was so clearly seeking it.

But if the protagonist is merely unhappy with the current system and has no real answers, then the
mysterious wisdom that bought about his curious actions and his guarded encounter with Noah are both just manifestations of his own insecurities.
