WHEELS FROM THE PAST
CONSTITUTION AND BY-LAWS
ARTICLE (1): CLUB NAME AND PURPOSE
1. The name of this club shall be the WHEELS FROM THE PAST
2. The WHEELS FROM THE PAST is a family type automobile club primarily oriented towards the preservation and enjoyment of all antique,classic,hot rods, muscle, and special vehicles and related materials to promote fellowship among its members and all those who share a common interest.
3. The WHEELS FROM THE PAST shall be a non-profit organization
4. The WHEELS FROM THE PAST engages in and supports automobile activities locally and nationally.
5. The WHEELS FROM THE PAST supports local charities and other non-profit organizations where possible with donations and/or assistance with their programs.
6. The WHEELS FROM THE PAST especially supports any organization dedicated to the elimination of DRUNK DRIVING AND DRUGS.
ARTICLE (2): NON-PROFIT STATUS
The WHEELS FROM THE PAST is a non-profit organization; the members shall not be entitled to any individual or collective interest, participation, share, right, and/or property rights and assets of this club; but such assets shall be and constitute the indivisible rights of the club; no dividends, pecuniary profits, stock dividends, or payments of like manner shall be declared or paid to members of this club.
ARTICLE (3): MEMBERSHIP ELIGIBILITY
1. Membership in the WHEELS FROM THE PAST is open to all who are 18 years of age or older and meet the prerequisites of the club.
ARTICLE (4): MEMBERSHIP
1. Members must be sponsored by one member in good standing.
2. Applicants for membership must be submitted in writing on the approved form.

3. All applicants seeking membership are required to attend one membership meeting before their request for membership shall be considered.
All applicants will receive a copy of the constitution and by-laws at the first membership meeting they attend.
The club President, with the applicant’s approval, shall offer their request for consideration at the following membership meeting when these requirements have been met.
Approval requires an affirmative vote of 75 percent of the attending members.
4. If a club member sells his/her vehicle, the membership will convert to an associate member.
5. Any membership can be terminated for actions that bring discredit on the WHEELS FROM THE PAST by an affirmative vote of 75 percent of the attending members at any membership meeting. The expelled member shall receive no reimbursement from the WHEELS FROM THE PAST car club.
6. Members may resign at any time but the WHEELS FROM THE PAST are under no obligation to refund any dues money.
7. Reinstatement of any member who has resigned or has been terminated for non-payment of dues shall require a re-application and approval as a new member.
8 An expelled member re-application requires an affirmative vote by the board.
ARTICLE (5): DUES
1. WHEELS FROM THE PAST yearly dues are $25.00 per member, to be paid at the beginning of the year, but no later than February 28th of the year.
2. New Members: Yearly dues ($25.00) must be paid by the first monthly meeting following membership approval.
3. Any members whose dues remain in the arrears for a period of two (2) months will pay a late fee of $5.00.
4. Yearly dues include a free club t-shirt.

ARTICLE (6): CONSIDERATIONS
1. Club annual cookout and other club functions will be included as club events.
ARTICLE (7): GOVERNMENT
1. The WHEELS FROM THE PAST fiscal year shall be January 1 through December 31
2. The governing body of the WHEELS FROM THE PAST shall be vested in the Board of Directors consisting of the following five elected officers:
PRESIDENT
VICE-PRESIDENT
SECRETARY
TREASURER
PUBLIC RELATIONS
3. One member may not hold more than one elected office.
4. A vacancy in the office in the office of President shall be filled by the Vice President, vacating of the office of Vice President and becoming President for the duration of that term.
5. A vacancy in any other office shall require the President to call for a special election to be conducted at the next membership meeting.
6. The President and the Treasurer shall not authorize expenditures in excess of one hundred dollars ($100.00) without a majority approval of the members present at a membership meeting.
7. No formal contract can be entered into , for and on behalf of the WHEELS FROM THE PAST without its prior submission and approval of the Board of Directors.
ARTICLE (8): DUTIES OF OFFICERS
1. The President shall supervise all the affairs and activities of the WHEELS FROM THE PAST, insure that these affairs and activities are conducted in acceptance with this constitution and by-laws, promote the purpose of the WHEELS FROM THE PAST, schedule and preside over all membership meetings, schedule and conduct elections, and carry out the directives of the membership.

2. The Vice President assists the President as directed and performs all the duties of the President in his/her absence.
3. The Secretary shall record and maintain the minutes of the meetings of the Club, give notice of all regular and special meetings of the membership; and shall be the custodian of all physical records.
4. The Treasurer shall collect membership dues, collect all other money due to the WHEELS FROM THE PAST, maintain proper accounting ledgers, make payment from the WHEELS FROM THE PAST funds when so ordered, countersign all WHEELS FROM THE PAST checks with the President; and, make reports of financial status at all regular meetings.
5. The Public Relations shall handle all incoming and outgoing mail and serve as chief promoter for WHEELS FROM THE PAST.
ARTICLE (9): AUDIT
1. The President may call for an audit at any time, but is required to call for one in December, prior to the annual election meeting.
2. The President shall appoint three members, who are not elected officers of any standing committee, to audit the accounts of the WHEELS FROM THE PAST.
3. The final audit report shall be delivered to the President who in turn shall see that the report is made common knowledge to all members of the WHEELS FROM THE PAST at the annual election meeting.
ARTICLE (10): VOTING PRIVILEGES
1. Only members in good standing and their spouses have voting rights and privileges at membership meetings, except as indicated in this constitution and by-laws.
2. Only members in good standing have voting rights and privileges at membership meetings on business concerns.
3. Only the members of the Board of Directors have voting rights and privileges at Board of Director meetings.

ARTICLE (11): ELECTIONS
1. The annual election of all officers of the WHEELS FROM THE PAST shall be held at the January membership meeting.
2. Special election of officers, to fill offices, which have been vacated at less than full term, shall be held at any membership meeting at the direction of the President.
3. All nominees for any office must be members in good standing, must have attended at least four (4) membership meetings during that fiscal year, and must have expressed a willingness to serve in the office for which their name is being placed in nomination.
4. Nominations of individuals running for office shall be made from the floor during the January membership meeting.
5. All voting shall be conducted by secret ballot.
6. Only members in good standing shall be allowed to vote.
7. All elected officers shall be decided by a majority vote of the members present at the election meeting.
8. Officers for which there are no nominations have been received shall be filled by Presidential appointment.
9. The newly elected or appointed officers of the annual election shall assume office at the beginning of the fiscal year. They shall hold office 12 consecutive months, January 1 through 31 December, or unless they resign from office or become a member NOT in good standing.
ARTICLE (12): MEETINGS
1. Membership meetings shall be held once a month at a time and place set forth by the President.
2. Board of Directors meetings shall be held by the President at his/her discretion.
3. Special membership meetings can be called at any time by the President at the direction of the Board of Directors.
4. Thirty percent of the membership must be present at a membership meeting to constitute a quorum. A majority vote shall be rule, except as directed by the by –laws, cumulative, absentee, and proxy voting shall be prohibited.

5. A majority of the Board of Directors must be present at Board meeting. A majority vote shall rule, except as dictated by the by-laws.
6. Roberts Rules of Order, revised, shall be applied during all meetings to affect parliamentary procedures, unless otherwise amended and provided in the by-laws.

ARTICLE (13): COMMITTEES
1. Committees shall be established by the President, but are subject to the approval of the Board of Directors, that are deemed proper and necessary to fulfill the purpose of the WHEELS FROM THE PAST.
2. The President shall appoint the chairperson and members to serve on Committees as necessary.
3. The President can be an ex-officio member of all committees.
4. Any and all committees are authorized to exercise only those powers specifically vested to them by the President.
ARTICLE (14: DELEGATIONS
1. Delegations shall be established by the President, but are subject to the approval of the Board of Directors, to represent the WHEELS FROM THE PAST at any convention, meeting, or assembly that may be deemed necessary.

2. Any and all Delegations are authorized to exercise only those powers specifically vested in them by the President and the board.
ARTICLE (15): AMENDMENTS
1. This constitution and by-laws can be amended by an affirmative majority vote of the members present at a membership meeting, provided that written notification of such amendment(s) has been sent to all members prior to such a vote.
2. No amendment shall be effective that deprives any member in good standing of the right to vote at elections, the right to vote on business before the membership, the right to nomination, or the right of election to office.
3. Approved amendments shall take effect immediately.

Wheels From The Past Car Club is based in Southern Anne Arundel County Maryland. We are a fun car club and are looking for more car fanatics to join our club. Our gathering takes place on Thursday evenings from 6-9pm at the Knights of Columbus in Annapolis, Md. which is on Rt.2 at Admiral Cochrane Dr. We have hamburgers, hot dogs and sodas for sale during the cruise night. There are bathrooms available also. We have a 50/50 raffle each Thursday and sometimes even door prizes. There is a DJ playing some great tunes all evening. We have a large variety of cars from Rat Rods to Pro Street and stock to custom. There is something for everybody. Get there early for a spot since parking is limited. We have room for about 150 cars and it fills up. This is the most fun car show in Maryland. Great people and Great cars!! We are the Cruizin for a Cure Relay for Life Team. Our team is a year round team consisting of classic car owners and their friends and family. Several of our members and extended family are cancer survivors or have lost someone to cancer.
i know its been awile, but i just wanted to stop in and say hi and see how things are going with the car club, i miss it soo much, u guys are the first car club ive been in, and it was an awsome experience, and i thank all wheels from the past crew members for giving me the oppertunity to be in the club.so again, thank you, and hopefully I will be visiting Maryland again soon to check out the new rides. that one show we did was pretty cool except for the rain part, thats prob. why half our crew was not there, but hopefully this week is better, im going to try to bring my car again ,hopefully it will still make it there and back.
