Jeff hung out in the first London innercity warehouse parties, such as Fantastic Ibiza, Labyrinth, 2000 AD, Genesis and Biology, he soon started to organise his own raves such as “Destination Unknown”. He also helped to promote the Camden Palace ’89 and Dance Party (2000 AD) in 1990.
He began to DJ in 1991 which soon lead to regularly mixing at Spiral Tribe events, underground parties, clubs, and on pirate radios in London. He swiftly followed Spiral Tribe into Europe, after problems caused by too many parties being raided by the pigs. He was heavily involved in the organisation of some of the first illegal parties and festivals on the European mainland.
Until 2000 Jeff was one of the pillars of the Hard Techno scene in France (where he has lived since 1994) he has mixed professionally from Scotland to Tel Aviv and all the countries in between and has mixed along side some of the worlds biggest names .
He is particularly renowned thanks to Spiral Tribe, which has become a legend world wide not only because of their label, Network 23, but also the incredible quality of their parties. Not to forget of course his own unforgetable timeless performances.
Jeff has released more than 40 records, not just on Network 23 but mainly his own labels Elegal Electronics and Maximum Reception. He has also released collaborations with Crystal Distortion, Radio Bomb,audiotrix, 69db, and Les Boucles Etranges. Plus music on Big Life records polygram, and mixed compilations with Fairway records (Techno Tribe in 1995), Expressillon (best of network 23 (2004)).
Since the year 2000 partly due to the monotony of the French hard techno scene, Jeff decided to return to his roots and started to help infiltrate France with new skool breakbeat wobbly house and dark garage. Despite being English he is one of the first DJ’s resident in France to play breakbeat in all its forms, performing every weekend across France and Mainland Europe.

JEFF a tout d’abord découvert les premières grosses fêtes en Angleterre & plus précisément à Londres. Des fêtes telles que : « Ibiza Fantastique », « le Labyrinthe », « 2000 ad ». Suite à cette initiation il décide de commencer à organiser ses propres Rave Party comme « Destination Unknown ». Il a aussi aidé à promouvoir : Camden Palace ’89 and Dance Party (2000 AD). Il commence le Djying en 1991 ce qui le mène indubitablement à régulièrement sévir dans les fêtes très underground de la toute jeune Spiral Tribe. De fêtes underground, en clubs ou encore sur les radios pirates Londoniennes il se forge une réputation certaine sur les dance floor ! Très vite tout s’enchaîne & le voici parti sur les routes Européennes en compagnie des Spiral Tribe. En 1994 Jeff installe son point de chute en France, à son actif plus d’une quarantaine maxis EP sur le label Network23 dont il est le co-fondateur, mais surtout sur ses propres labels tels que « Elegal Électronics » et « Maximum reception ». Ils réalise quelques collaborations avec Crystal Distortion, Radio Bomb ou encore 69db & les Boucles Etranges. En 2004 Il mixe l’album « Best of network 23 » ! (Expressillon/discograph) Rétrospective du célèbre label. Jusqu’en 2000 il est un des piliers de la scène Techno dure en France mais en raison de la monotonie de cette scène & par envie aussi, Jeff décide de retourner à ses racines en tant que fervent explorateur stylistique il commence à infiltrer la France avec new Break Beat et underground house. Il livre donc désormais des sets upfrount break beat ou encore Dark electro tek & phat wobbly house aussi 4*4deep garage ! Au groove dévastateur ! Exubérant. Jeff 23 alias Dj Tal, fort de son expérience, sait faire « jumper » les dance-floors dans des situations les plus improbables, les Clubs, les Bars, en After voire en discothèque, son ouverture musicale, son talent de DJ, son goût pour la fête font de lui un DJ détonnant, à découvrir au redécouvrir absolument.
