New Evidence to be passed on to Bulgaria for the case to be reopened.
The dossier will include signed statements confirming Michael did not attack barman Martin Georgiev, the results of a lie-detector test which Michael passed, and the testimony of two men present when Mr Georgiev was attacked.
Also included are details of an eye-witness from Liverpool, who is willing to fly to Bulgaria and testify that Michael is not guilty.
Mrs McCarthy said: “I was given full assurance by the president’s legal advisers on the procedure for reopening the case, which I will discuss with Michael’s family and lawyer.
“The legal advisers pointed out that we may prefer the chance to get the case re-opened, because if they had pardoned Michael, he still would have been thought to be guilty.
“Now we have the chance to properly clear his name and we will go about it vigorously. I made it very clear to President Parvanov that this case is not going to go away.”
Mrs McCarthy also asked the Bulgarian president why DNA and forensic evidence was not used by the prosecution against Michael, and why Bulgarian police allowed another Liverpool man accused of attacking Mr Georgiev to return home.
Liverpool city Labour leader Joe Anderson, a spokesman for the Shields family, said the outcome of the meeting was as they expected.
He said: “The president confirmed what we always knew, which was that the judicial result as it is in Bulgaria will stand for the time being.
“However, we do have hope, in that he reiterated the fact that a mechanism does exist for Michael to be pardoned under British law, and he agreed to look at our evidence.”

A meeting between British and Bulgarian politicians could offer a final glimmer of hope to Michael.. His case for an appeal against his conviction for attempted murder was rejected by the European Court of Human Rights in Strasbourg. Three judges ruled Michael?s rights were not violated during his trial and conviction in Bulgaria.
But Euro MP Arlene McCarthy has already contacted her Bulgarian counterparts and arranged to meet them next week. She will ask them to consider the online petition, backed by the prime minister, for the Bulgarian government to consider new evidence which was ignored by their legal system during Michaels trial.
We will also suggest that Interpol be allowed to question Liverpool-based witnesses who saw Bulgarian barman Martin Georgiev attacked. And Mrs McCarthy will also meet Michaels legal team to review why the appeal request failed.
She said: - I am in continuous discussions with the Bulgarian authorities to ensure we get justice for Michael, and we will continue to fight on behalf of him and his family.
The courts decision by judges from Spain, Macedonia and Liechtenstein was sent by letter to Michael?s solicitor John Weate, of RMNJ (Roberts Moore Nicholas, Jones), in Wirral.
Our campaign team, led by city Labour leader Joe Anderson and MP Louise Ellman, had hoped the court would consider deep flaws in the identification process which led to the conviction.
Cllr Joe Anderson, who broke the news to Michael during a visit on Wednesday, said: -Among our concerns with this latest news is that the three judges who ruled out the appeal work alongside the Bulgarian judge based at the court of human rights.
-But we will look forward and not back. The fight goes on and as low as the Shields family are right now, I can assure them I won't give up.-

i remember reading about this story n it made me cry 'cos he didn't do it n yaman admitted he done it n it's just really sad. i think what your doing is absolutely amazing n i really hope he gets out soon. xxx
