While every human being has a medulla oblongata (the lower portion of the brain, housing the autonomic nervous system's command center for basic bodily functions), it's thought that only a small percentage of the population possesses a "padula" oblongata. The science is sketchy as to it's primary function in the human body, but recent research has revealed that one's proclivity to be "funky" resides in the inner workings of this "organ".
It's location at the tail end of the spinal cord, surrounded by a small muscle in the hip (the hammondus longus) is a further indicator of it's primary "special purpose".
