It seems as though the so-called skeptics have really gotten under Paul Krugman’s skin this time. Writing in his New York Times column Sunday, the Nobel Prize-winning liberal economist expressed outrage at the representatives who voted against the Waxman-Markey climate-change bill because they doubted the scientific basis of global warming. GENEVA (Reuters) - H1N1 influenza is causing mild symptoms that go away without medication in most patients, but care-givers should be alert for warning signs of severe cases, the head of the World Health Organization said on Thursday.
"The overwhelming majority of patients experience mild symptoms and make a full recovery within a week, often in the absence of any form of medical treatment," WHO Director-General Margaret Chan told a conference in Cancun, Mexico.
"But there are some exceptions that must be the focus of particular concern," she told the meeting, according to the text of her speech distributed by the WHO in Geneva.
ATLANTA (AP) — Health officials say the number of U.S. swine flu cases has reached nearly 34,000, and deaths rose 34 percent in the past week to hit 170.
The Centers for Disease Control and Prevention released the numbers Thursday afternoon. They mark an increase from the 127 deaths and nearly 28,000 confirmed and suspected swine flu cases reported last week.
The United States has nearly half the world's reported swine flu cases.
The U.S. Department of Homeland Security has sent a memo to some health care providers noting procedures to be followed if the swine flu outbreak eventually makes quarantines necessary.
DHS Assistant Secretary Bridger McGaw circulated the swine flu memo, which was obtained by CBSNews.com, on Monday night. It says: "The Department of Justice has established legal federal authorities pertaining to the implementation of a quarantine and enforcement. Under approval from HHS, the Surgeon General has the authority to issue quarantines."
McGaw appears to have been referring to the section of federal law that allows the Surgeon General to detain and quarantine Americans "reasonably believed to be infected" with a communicable disease. A Centers for Disease Control official said on Tuesday that swine flu deaths in the U.S. are likely.
Federal quarantine authority is limited to diseases listed in presidential executive orders; President Bush added "novel" forms of influenza with the potential to create pandemics in Executive Order 13375. Anyone violating a quarantine order can be punished by a $250,000 fine and a one-year prison term.
A Homeland Security spokesman on Tuesday did not have an immediate response to followup questions about the memo, which said "DHS is consulting closely with the CDC to determine appropriate public health measures."
The memo from McGaw, who is DHS' acting assistant secretary for the private sector, also said: "U.S. Customs and Coast Guard Officers assist in the enforcement of quarantine orders. Other DOJ law enforcement agencies including the U.S. Marshals, Federal Bureau of Investigation, and Bureau of Alcohol, Tobacco, Firearms and Explosives may also enforce quarantine
The secret government “Terrorist Watch List,” reportedly already swelled to more than 1.1 million names, will have an addendum, if gun control advocates in Congress have their way. This new addendum — also to be cloaked in secrecy — would empower the U.S. Attorney General to deny a person the ability to exercise their Second Amendment rights to purchase a firearm.
While it is not surprising that some members of Congress are again using fear of terrorism to implement a gun-control agenda, the openly unconstitutional legislative language proponents are employing is troubling.
Sen. Frank Lautenberg (D-N.J.) is leading the effort in the Senate, while another well-known gun control advocate — Rep. Peter King (R-N.Y.) — is directing the House initiative. They have introduced identical bills — the “Denying Firearms and Explosives to Dangerous Terrorists Act of 2009.” This proposal would give the attorney general the power to unilaterally and in secret develop a watch list of persons believed to be unworthy of possessing a firearm or any explosive.
This new “dangerous terrorist” watch list would include names based not on hard evidence of criminal activity, but on nothing more than the subjective conclusion by the attorney general that a person is “appropriately suspected” (whatever that means) of engaging in some manner of assisting or preparing for acts of domestic or international terrorism. The American people would never be privy to what criteria might be employed by the attorney general to determine whether someone is an “appropriate suspect,” and they would have no way of knowing why they might be denied the ability to purchase a firearm.

LONDON — It's October 1968, and the Soviet Union has just landed cosmonauts on the moon. Warsaw Pact troops are massing on the Austrian border, and a nuclear showdown looms between east and west.
This scenario never happened — except in planning exercises by British civil servants, who meticulously rehearsed how they would govern Britain in the days before, and after, World War III. The details are included in the "War Book," a secret Cold War manual declassified this month for the first time.
The book, which featured the doomsday scenario in a 1970 version, is a step-by-step guide for dealing with a crisis, from the first stages of conflict to "R hour," the designation for the release of all Britain's nuclear weapons.
"It's a manual of how to go to war," William Spencer, military history specialist at Britain's National Archives, said Tuesday.
"It's a technical manual in a way, for the people who needed to know," he added. "But it could be seen as a horrific document for some people."
Britain became a nuclear power in 1952 and British politicians were under no illusions about the devastating effects of nuclear war. A 1955 report, kept secret until 2002, estimated that an attack by Soviet hydrogen bombs would kill 12 million people instantly.
So every two years during much of the Cold War, British civil servants participated in a dry run for the end of the world, practicing how they would do everything from crack down on subversives to evacuate art treasures from London.
The exercises, played out over weeks, included daily mock news briefings from intelligence chiefs. Senior civil servants played the prime minister and Cabinet, deciding how to respond.

Merck Frosst is moving ahead with plans to extend the use of its controversial Gardasil vaccine to boys and young men.
The cancer vaccine for women could be just as effective for men, Universite de Montreal professor and microbiologist Francois Coutlee said Thursday in a telephone interview at a scientific meeting in Nice, France.
Coutlee was part of the team reporting early results of a Merck-sponsored study showing that 90 per cent fewer men ages 16 to 26 years old developed genital warts and other lesions after receiving Gardasil, a vaccine that targets four human papillomavirus strains that can lead to cancer.
But HPV isn't just a problem for women, Coutlee said. In men, HPV can lead to genital warts, anal cancer, and penile cancer.
"The study is still ongoing, but we're relieved to know that it is as effective in men as it is in women," said Coutlee, who was involved in recruiting test subjects in Montreal.
The vaccine was tested against a placebo in 4,000 men. The vaccinated group had three cases of genital warts compared to 35 cases in the control group that didn't get the vaccine.
HPV is contracted though skin-to-skin sexual contact and is considered the most prevalent STD in modern society.
"Almost everyone will acquire an HPV infection in their lifetime and these infections cause a significant burden of disease in Canada," Coutlee said, adding that the vaccine seems to interrupt transmission of HPV from men to women and vice-versa.
Merck plans to file an application this year asking the U.S. Food and Drug Administration to approve Gardasil for boys and men aged nine to 26.
